This mechanism supports the CAR’s PEPFAR Strategy Objectives 1, 2 and 3. The goal of the project is to increase access to a full range of essential and quality HIV prevention and treatment services among PWID and incarcerated populations. The United Nations Office on Drug and Crime (UNODC) is in a unique position to provide policy recommendations and worldwide evidence based program recommendations to the governments in CAR. They have a long history of providing technical assistance for government programs around injection drug use. Also, in 2011 member countries of UNODC met to adopt a new goal of reduce HIV infections due to injection drug use by half by 2015. Twenty-four countries were selected as high priority countries where UNODC will focus both staffing and financial resources. The Central Asian Republics make up four of those countries. Therefore, CDC will continue to support UNODC to prevent infections among PWID. With support from CDC, UNODC will provide TTA; in-service trainings along with multi-sectorial advocacy for scaling up MAT, NSP and other core interventions and policy development aimed specifically at all levels of government and institutions.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system. The MER guidance is available on PEPFAR's website https://www.pepfar.gov/reports/guidance/. Note that COP years 2014-2015 were under a previous version of the MER system and the indicators and definitions may have changed as of the new 2.0 guidance.
